Procurement and Tenders Unit
The Procurement and Tenders Unit is one of the vital administrative units within Al-Dhahiriya Municipality. It is responsible for managing and organizing purchasing and contracting processes to ensure that the Municipality’s needs for goods, services, and works are met in accordance with applicable laws and regulations, while upholding the principles of transparency, integrity, and efficiency in public spending.
The Unit oversees tendering and bidding procedures, beginning with the preparation of technical specifications and tender documents, followed by public announcement, receipt and evaluation of bids, and concluding with contract award and formal contracting. It is committed to achieving the highest quality at the lowest cost in a manner that serves the public interest.
Functions and Responsibilities of the Unit
- Implementation of Procurement Procedures:
Organizing procurement processes in accordance with the applicable supplies and procurement regulations, and determining the appropriate procurement method for each case. - Management of Tenders and Bids:
Preparing tender documents, publishing announcements, receiving bids, organizing bid-opening sessions, and evaluating proposals in accordance with established procedures. - Compliance with Applicable Legislation:
Adhering to the provisions of the Supplies Law, Public Procurement Regulations, and the rules and instructions issued by the competent authorities. - Institutional Coordination:
Coordinating with technical, financial, and legal departments to ensure the soundness of procedures and the accuracy of specifications. - Documentation of Processes:
Maintaining and archiving procurement and tender files to ensure proper documentation, accessibility, and post-procurement oversight. - Promotion of Transparency:
Applying tools and procedures that guarantee integrity, openness, and equal opportunity among bidders.
