Inclusion Policy Statement of Al-Dhahiriya Municipality – Inclusive Local Governance Protocol
Al-Dhahiriya Municipality extends its warm greetings. With reference to the above subject, the municipality affirms its commitment to promoting the principles of inclusion and social justice across all its policies, programs, and services, in a manner that ensures the participation of all segments of the community in the local development process. Accordingly, Al-Dhahiriya Municipality commits to the following:
- Ensuring equality, dignity, safety, and non-discrimination for all residents—women, men, girls, and boys—including persons with disabilities, older persons, and marginalized groups.
Institutionalizing inclusion as a core practice across all municipal functions, including strategic planning, budgeting, service delivery, human resources management, communication and community engagement, and emergency systems.
- Allocating the necessary financial resources, human capacities, and organizational structures to support and strengthen inclusion policies and ensure their effective and sustainable implementation.
- Promoting sound local governance based on equitable access to services, community participation, transparency, and accountability, placing community needs at the center of decision-making.
- Strengthening cooperation and partnerships with civil society organizations, women’s centers, organizations of persons with disabilities, and community institutions to ensure that different groups participate in identifying development priorities and shaping appropriate solutions.
