Engineering and Planning Department

The Engineering and Planning Department is one of the most important departments within Al-Dhahiriya Municipality and constitutes a fundamental part of its organizational structure, given the key engineering and regulatory responsibilities it undertakes. The Department serves as the primary reference point for delivering several essential services to citizens, most notably water and electricity services. It also plays a central role in regulating urban development, issuing the necessary permits, and ensuring compliance with approved engineering standards in accordance with applicable laws and regulations.

 

The Department plays a pivotal role in city planning and development by preparing engineering and regulatory plans that address residents’ needs, enhance urban organization, and improve the overall urban environment. In this context, the Department is responsible for a number of core functions, including:

Building Permits:
Reviewing and processing construction and development applications and issuing permits in accordance with applicable laws and regulations.

Occupancy Permits:
Reviewing applications for occupancy permits and issuing them in accordance with established procedures.

Water Connections:
Processing and approving water subscription applications in line with approved technical and administrative procedures.

Inspection and Enforcement:
Monitoring new construction works, addressing violations, and ensuring compliance with approved plans and issued permits.

Coordination with Relevant Entities:
Cooperating and coordinating with government authorities and specialized institutions to ensure proper procedures and effective project implementation.

 

The Engineering and Organization Department, within its organizational structure, consists of two main sections:

Licensing Division:
Responsible for following up on building permits, issuing occupancy permits, and processing water connection applications in accordance with approved regulations.

Inspection Division:
Responsible for monitoring buildings and construction activities, addressing encroachments on public roads and public property, and issuing formal notices in accordance with legal procedures.
