Planning and Projects Department

The Planning and Projects Department is one of the core departments within Al-Dhahiriya Municipality. It plays a fundamental role in guiding local development and implementing development projects in alignment with community needs and the priorities of the Municipality’s development plan, as well as in accordance with national policies governing local authorities.

First: General Objective of the Department

The Department aims to plan, prepare, and manage development and infrastructure projects in the city of Al-Dhahiriya, ensuring optimal use of resources, achieving sustainable development, and improving the quality of services provided to citizens.

 

Second: Main Functions and Responsibilities

Preparation of Development Plans

  • Preparing and updating the Local Development Plan (strategic and medium-term).
  • Aligning proposed projects with the needs of the local community.
  • Coordinating with other municipal departments during the planning process.

 

Project Preparation

  • Proposing ideas for development and service-oriented projects.
  • Preparing project concept notes and preliminary feasibility studies.
  • Defining objectives, target beneficiaries, and performance indicators for each project.

 

Project Management and Implementation

  • Supervising the implementation of approved projects in coordination with all departments and divisions of Al-Dhahiriya Municipality.
  • Monitoring timelines and estimated costs.
  • Ensuring compliance with technical specifications and donor requirements.

 

Coordination with Donor Agencies

  • Communicating with local and international funding institutions.
  • Preparing project proposals in accordance with donor templates and guidelines.
  • Following up on agreements and memoranda of understanding related to projects.

 

Monitoring and Evaluation

  • Preparing periodic progress reports on project implementation.
  • Assessing the developmental and social impact of completed projects.
  • Documenting lessons learned and enhancing future performance.

 

Data Management and Documentation

  • Maintaining and archiving project documentation.
  • Establishing and updating databases for ongoing and completed projects.
  • Supporting transparency and accountability requirements.
