It is located in the city of Al-Dhahiriya, south of Hebron Governorate. Since its establishment, the College has aimed to promote Islamic culture based on the Qur’an and Sunnah, and to reinforce the principles of moderation and balance in preaching and education, alongside a strong emphasis on scientific research in the humanities, particularly Islamic studies.

The College grants a Bachelor’s degree in the following specializations: Islamic Da‘wah (Preaching), Sharia Judiciary, Arabic Language and Literature, and Islamic Finance and Banking. It prepares qualified graduates to work in the Ministries of Awqaf and Education, Sharia courts, the Ifta Department, and Islamic financial institutions.

The College follows the credit hour and semester system and offers instruction in both Arabic and English. It is administratively supervised by the Ministry of Awqaf and Religious Affairs and academically supervised by the Ministry of Higher Education and Scientific Research. The student body consists of approximately 350 male and female students from the northern governorates of Palestine. The College is distinguished by its qualified academic staff and modern university environment.

As part of efforts to support higher education in southern Palestine, Mohammad Shtayyeh inaugurated the College’s new building in Al-Dhahiriya. During the opening ceremony, he emphasized the importance of this academic institution in serving the education and youth sectors, as well as its role in strengthening knowledge-based development and promoting moderate Islamic values. The inauguration forms part of broader efforts to enhance educational infrastructure and provide an integrated university environment aligned with modern academic standards, with a strategic vision to develop the College in the future into a specialized university in Islamic sciences serving southern Palestine.
